This commercial-free hour-long documentary exposed a revenue-driven system of law enforcement in St. Louis County. It stitches together Cheatham’s reporting on the dysfunctional system of policing, municipal courts, and fragmented municipal government brought to the forefront after the death of Michael Brown in August 2014.
